A representative payee ("rep payee") is designated to receive a consumer's benefit and/or other income payments. A representative payee (payee) manages benefit payments for our beneficiaries who are incapable of managing their Social Security or Supplemental Security Income (SSI) payments. Social Security law and regulations require payees to use the payments they receive for the current needs of the beneficiary and in their best interests. While serving as a representative payee, we encourage you to go beyond just managing payments and be actively involved in the beneficiary’s life. The following lists the required duties of a payee.

Required Duties:

Determine the beneficiary’s needs and use his or her payments to meet those needs;
Save any money left after meeting the beneficiary’s current needs in an interest bearing account or savings bonds for the beneficiary's future needs;
Report any changes or events which could affect the beneficiary's eligibility for payments;
Keep records of all payments received and how you spent and saved them;
Provide all records of how payments are spent or saved to SSA upon request

Provides financial management services. FCS receives income payments, prepares and administers budgets, communicates with landlords, vendors, and Social Security, and disburses funds on behalf of the individual. Individuals receive a monthly statement showing income, disbursements, and current account balances.

Establish a weekly/monthly budget; create a personal bank account and reconcile the statements; verify and pay bills; insure the individual has personal spending money. Most persons supported will need some components of this level of support.

Services include power of attorney, guardianship, case management, estate management and planning, medical advocacy and decision making, placement in housing or nursing facility, counseling with families, paying bills, trustee services, and other ancillary services depending on need.

Assists individuals with budgeting expenses and to ensure that basic needs such as food, rent, utilities are met. Provides guardianship and Power of Attorney for the elderly. Helps maintain a quality of life, tomake decisions and choices without sacrificing dignity and respect.

Offers representative payee services and provides assistance with Social Security and Veterans benefits. Also works with local agencies to help with food, clothing, and shelter needs.

Works closely with individuals to help manage and allocate individuals' funds appropriately to ensure bills are paid on time. Payees also assist with tracking and accounting for monies spent, budgeting, and tenant-landlord communications to ensure each individual receives the support necessary to live as independently as possible.

Manages the financial transactions of individuals who need help managing their Social Security. Works with other professionals and SSA to make sure finances are available for providing food, shelter, clothing, and medical care for the individual.

Offers financial management and counseling. The level of support provided is based on individual needs. Services may include developing and implementing budgets, checkbook management, resolving past debts while establishing good credit, coordinating with the Social Security Administration and the Department of Health and Human Services, and accessing other community and financial resources.

Arranges for SSI recipients to be sent to Blair CAP, a bank, relative or other individual who has been appointed under federal law to act as a surrogate for recipients in situations where they are unable to manage their own funds.

Provides rapid rehousing, supportive housing, housing navigation, and related services to improve the health of homeless people living with HIV. Also assists people with criminal backgrounds in finding housing.

Provides representative payee services to individuals who experience housing instability but may not need the additional supports of the housing program. Additional service includes medical transportation, advocacy, empowerment counseling, life skills training, document procurement, housing procurement, nutrition assistance and various other supports.
