Regional electric utility provider.
Provides specialized customer assistance programs such as:
- Operation HELP: Pays electric bills for eligible customers. Low income PPL customers. OpHELP is administered by CAP.
- OnTrack: A special payment plan that offers reduced monthly payments, protection from shutoffs and debt forgiveness. For residential customers who are struggling to pay their bills. OnTrack is administered by CAP.

Administers the following programs:
Ontrack: program is designed to lower a customer's monthly payment while PPL forgives a portion of the back debt upon compliance with the program. Proof of income required. Must be a PPL customer, and must not exceed 150% of the poverty guidelines.

Operation Help: One time grant for individuals with special hardships in paying their electric bills. Funds are provided by PPL which requires the family be a PPL customer and have an income under the 200% of the poverty guideline.

Electric deposit waiver program: For those under 200% of the poverty guidelines.

UGI CAP and Operation Share: Help with past due gas utility bills. CAP offers a lower bill based on income and usage for households at or below 150% of federal poverty guidelines. Operation Share is a grant for those at or below 200% federal poverty guidelines who are having difficulty paying their gas bill.

Offers emergency assistance for individuals and families who are in need of help with rent/mortgage to prevent eviction or utilities/heating fuel. Utilities include electricity, oil, gas, coal, firewood, sewer and water. The maximum amount of each assistance payment is one month's utility usage, one minimum delivery of oil/coal/firewood, one month's rent or one mortgage payment.

These grants range from $200 to $1,000 based on household size, income, and fuel type. Crisis grants may be available to those in emergency situations or in jeopardy of being without heat.
