A representative payee (payee) manages benefit payments for our beneficiaries who are incapable of managing their Social Security or Supplemental Security Income (SSI) payments. Social Security law and regulations require payees to use the payments they receive for the current needs of the beneficiary and in their best interests. While serving as a representative payee, we encourage you to go beyond just managing payments and be actively involved in the beneficiary’s life. The following lists the required duties of a payee.

Bilingual bicultural staff assists and connects consumers with programs, benefits, and services that they may be eligible for such as state benefits through the PA Compass System, welfare benefits, public health insurance, etc. Due to their extensive network with local providers they are able to refer clients to where their clients are able to have their needs met. Provides referrals to social service agencies, advocacy, notary services, etc. including referrals to Safe Berks if client fears for her/his life. Allows individuals with lifelong disabilities to set aside resources without impacting their eligibility for government benefits such as SSI and Medicaid. Funds held in trust are used to improve the beneficiary's quality of life. Common uses of trust funds include transportation costs, counseling/therapy, medical expenses, clothing, and computer and electronic equipment.

Handles the financial, medical and private affairs of individuals who need assistance or are not able to handle their personal affairs. Services include power of attorney, guardianship, case management, estate management and planning, medical advocacy and decision making, placement in housing or nursing facility, counseling with families, paying bills, trustee services, and other ancillary services depending on need.

Services based on individual need and may include supports coordination, clinical psychiatric care and financial management, such as Representative Payee and Agency with Choice.

Work Incentives Planning and Assistance or WIPA is a free service for individuals who receive Supplemental Security Income (SSI) or Social Security Disability Insurance (SSDI) and want to go to work to increase their self-sufficiency. WIPA is funded by the Social Security Administration and helps SSI/SSDI beneficiaries understand the impact of earnings on their cash and health care benefits and access valuable work supports offered by Social Security.

Assists youth and adults with disabilities to prepare for, secure, and maintain or advance in employment in the local community to support their financial self-sufficiency. As part of their service delivery, they provide benefits counseling support to those individuals who receive SSI and/or SSDI to understand work's impact on their cash benefit and healthcare.

Helps individuals regain financial stability by preparing and sending payment for day-to-day expenses ensuring essential bills are paid, offer needed resources and referrals, and reconciling accounts, recording expenses, and making reports to the Social Security Adminstration as needed.

On April 24, 2006, House Bill 1820 was signed into law as Act 29 of 2006. This Bill establishes the Persian Gulf Conflict Veterans Benefit Act. On November 7, 2006, Pennsylvania voters gave overwhelming approval to a ballot question to fund the program. The bond issue created a fund for the payment of compensation to, or on behalf of, eligible current and former members of the United States Armed Forces, a reserve component of the United States Armed Forces, or the Pennsylvania National Guard.

Eligible Pennsylvania veterans of the Persian Gulf Conflict are entitled to receive:

• A one-time benefit of $75 per month for each month (or major fraction thereof) of active service in the Persian Gulf Conflict Theater of Operations during the covered period. The maximum compensation is $525.

Provides eligible blind veterans a pension of $150.00 per month.

Provides eligible paralyzed veterans a pension of $150.00 per month.

Offers four programs to help low-income Pennsylvania residents get or keep their telephone service. They are:
- Lifeline: Provides a credit of $11.75 on the regular monthly telephone bill. Persons are eligible if they receive SSI or TANF or their yearly income meets Lifeline guidelines. Persons eligible for this program receive a $20 credit towards the connection charge.
- Lifeline 135: Provides a credit of up to $9.25 on the regular monthly telephone bill. Customer can purchase Optional Services (Caller ID, Call Waiting, etc.) and certain packages that include local toll and /or optional services. Persons eligible for this program receive a $20 credit towards the line connection charge.
- Universal Telephone Assistance Program (UTAP): Helps Verizon Pennsylvania low-income customers pay some or all of their telephone bill's basic charges.
