Programs that provide information and guidance for people who need to understand the property tax laws as they relate to individuals in their situation. Most states have provisions for property tax relief, but they vary widely in form. Some jurisdictions levy the tax and provide a true refund of all or a portion of the paid tax; some exempt the property altogether; some defer the property tax until after the death of the owner and then recoup the tax from the proceeds of the sale of the property; some have a blanket exemption in which all property owners over the age of 65 are exempt from all property taxes regardless of income; and some allow a tax credit to be applied toward the income tax for qualified property owners. In the latter situation, individuals not paying income tax may receive a refund of the property tax credit amount or no refund at all, depending on the tax laws of the jurisdiction. Most states determine eligibility for property tax relief by looking at combinations of age, income, disability and veteran status.X

Programs that provide extended shelter and supportive services primarily for homeless individuals and/or families with the goal of helping them live independently and transition into permanent housing. Some programs require that the individual/family be transitioning from a short-term emergency shelter. The length of stay varies considerably by program. It is generally longer than two weeks but typically 60 days or more and, in many cases, up to two years or more. The supportive services may be provided directly by the organization managing the housing or may be coordinated by them and provided by other public or private agencies. Transitional housing/shelter is generally provided in apartment style facilities with a higher degree of privacy than short-term homeless shelters; may be provided at no cost to the resident; and may be configured for specialized groups within the homeless population such as people with substance abuse problems, homeless mentally ill, homeless domestic violence victims, veterans or homeless people with AIDS/HIV. In some cases, a "transition in place" option allows families to continue living in the same complex (if not the same unit) where their transitional housing unit is located when they are ready to move to permanent housing. In other cases, the permanent housing option is either public housing or private rental housing supported by a tenant-based voucher subsidy. Included are post-domestic violence shelter housing programs that make affordable rental housing (or other accommodations) available to women, generally those who are coming directly out of a domestic violence shelter or other crisis shelter, often in apartment complexes owned by the shelter; and programs that provide transitional housing and support services for other targeted groups such as military and veteran families and others who need a temporary supportive living environment to maintain stability and begin to thrive.X

Privately owned rental housing that is made available to low-income individuals and families at reduced rates based on a contract between HUD or the state housing authority and the property owner. Subsidies are paid directly to the owner of the property who then rents units to income-eligible individuals and families. Also included are low-cost or below market rate housing that is operated or sponsored by religious or charitable organizations for the benefit of low-income individuals and families; and rental housing targeted to lower income households that has been purchased, rehabilitated or constructed by developers who are receiving a federal income tax credit under the Low Income Housing Tax Credit (LIHTC) program or are participants in other similar affordable housing incentive programs. Some privately owned rental units that were developed or improved with public funds are also required to rent a designated number of units at reduced prices to people who meet low-income eligibility requirements until the federal or state loans are paid. Some complexes or housing units may be reserved for low-income older adults, people with disabilities and/or other special populations. Included are income-based rental housing where tenants pay rent that is geared to their income; as well as fixed below market rate rental housing where rent is lower than what people would normally pay renting the unit but is based on a specified percentage of the median income for the area rather than on a percentage of an individual's actual income, and tenants may have to be within a specified income range to live there. Rental amounts and the level of "affordability" may vary considerably among programs.X

Home Rehabilitation Loans
Programs that provide loans for income-eligible people who want to repair or modify their homes or mobile homes to make them energy-efficient, attractive, safe and free of health hazards; or which help eligible individuals find loans for this purpose. Most loan programs cover major repairs, system upgrades and replacements (e.g., plumbing, heating or electrical systems) but not minor repairs. Included are conventional home rehabilitation loans, deferred loans (in which payments are deferred until the home is sold) and forgivable loans (in which all or a part of the loan is forgiven if the borrower resides in the home for a specified period of time). The forgiven part of a forgivable loan amounts to a contingent grant. If the borrower sells the home prior to the specified time period, all or part of the loan is due. A common variation is to have portions of the loan forgiven gradually over a period of years.X

Typical services include major roofing repair and/or replacement; electrical and plumbing upgrades or repairs; septic system improvements; heating and air conditioning system repairs; flooring, tile or wall repairs; and interior and exterior painting that is part of the home rehabilitation process. Most programs do not handle minor repairs. Age, income, disability, need or other eligibility requirements may apply.X

Programs that protect the public from unhealthy living conditions by enforcing laws which require that dwellings meet minimum maintenance, occupancy, use, sanitation, lighting and ventilation requirements. Health inspectors evaluate homes and apartments to ensure that hot and cold water are available; that toilets and sewage disposal systems are functioning; that the roof and exterior walls provide adequate protection from the elements; that interior walls, partitions, floors and ceilings are in safe repair; that the premises are free of rodents, vermin, insects or rubbish; and that other basic necessities are adequately available to residents. Services include inspection to ensure compliance with regulations and the issuance of citations to landlords who are out of compliance.X

Programs that provide assistance for people who believe that they have been denied an opportunity to purchase, lease or rent the home or apartment of their choice due to their age, gender, family composition (including families with children under the age of 18 and pregnant women), race or color, nationality, religion, disability, sexual orientation or marital status, actions that are prohibited by the federal Fair Housing Act of 1968 and the federal Fair Housing Act Amendments Act of 1988 in the U.S. Federal fair housing law also extends limited protection to recovering alcoholics who actively and regularly participate in a medically based treatment or AA program, and people with a drug use disorder including those who have prior convictions for illegal drug use (but not for drug dealing or manufacture). Assistance may also be available to other individuals who are protected from housing discrimination by state or local laws with a broader set of protected categories, or which cover properties that are exempt from federal fair housing laws but are protected under state law.X

When disputes between neighbors over nuisance related items can be resolved through alternative methods such as mediation, the local government does not have to become involved with a formal complaint investigation and remediation process.X

Programs that provide access to air conditioned facilities, extend the hours during which public swimming pools and local spray grounds are open, activate street shower sites or take other steps to protect the public’s health during dangerously hot weather. Some communities operate hotlines that residents can call if they see people on the street who are in distress due to the heat so that vans can be dispatched to take victims to cooling centers or other places of shelter. At greatest risk during heat emergencies are older adults, young children, individuals with compromised immune systems and people who take certain types of medication. Existing health conditions such as chronic illness, hypertension, circulatory problems, and obesity can also heighten an individual’s vulnerability.X
