Identifies and protects the rights of crime victims and witnesses by ensuring that the victims are treated with dignity, compassion, and respect during criminal proceedings.

Investigates reports of abuse, neglect, abandonment and financial exploitation.

Abuse reports can be made on behalf of an older adult whether the person lives in their home or in a care facility such as a nursing facility, personal care home, hospital, etc. The reporters may remain anonymous and have legal protection from retaliation, discrimination, and civil or criminal prosecution.
Common signs and symptoms of abuse may include Isolation, Weight loss, Bruises or broken bones, Increased confusion, Unusual withdrawals from any account, and Signing over one’s home to another.

Provides crisis intervention services for older adults who may be victims, or potential victims, of elder abuse, abandonment, exploitation and neglect.

Investigates reports of child abuse, neglect or abandonment; document substantiated cases; provide for the temporary placement of children who, for their own protection, have been removed from the custody of the adults who are responsible for their care; work with families who are experiencing a problem with child abuse with the objective of facilitating continued family unification or reunification; and provide ongoing supportive services for children in permanent placement.

The Office of Aging has the ability to accept Reports of Abuse, to investigate these reports; to assess the needs of clients at risk. Presents an alternative to nursing home care, thus delaying placement in an institution. Aims to maintain the highest possible level of function among our members and to provide respite to their caregivers. Offers the following activities and services: Multiple Therapies to Support Socialization (Art, Music, etc), Board Games, Arts & Crafts, Bingo, Exercise, Medical services, a Nutritious hot meal, and a morning and afternoon snack.

The goal of the Protective Services Department is to insure that the basic health and safety of all older adults are met in the least restrictive setting possible, and that no older adult should remain at imminent risk to person or property.

Elder abuse may involve one or more of the following:

Abuse may occur when a caregiver fails to meet the needs of the older person or when older people fail to take care of themselves.

Protective Services are provided under one or more of the following conditions:

• 60 years of age or older
• Incapacitated person
• Unable to obtain or perform services necessary to maintain physical or mental health
• No responsible caretaker

The Domestic Abuse Proejct provides an emergency shelter to adults and their dependent children at imminent risk of physical abuse.

Provides protection for older adults who lack the capacity to protect themselves and are at risk of abuse, exploitation or abandonment.

Service also provides for detection, reduction, correction or elimination of abuse to older adults.

Offers investigation of physical, mental or sexual abuse, neglect by self or caregiver, financial exploitation, or abandonment of a person 60 years old or older.

Investigates complaints from nursing homes and residents that they are being denied their rights.

Receives reports concerning adults in need of protective services. A protective services worker will investigate reports received and take immediate steps to reduce any risks to the older adult.

Offers information to seniors and their families that will enable them to make informed and educated choices.

Provides crisis and intake services for all county programs and departments within Human Services.

Provides services in the homes of eligible adults who require assistance with bathing, grooming, dressing, ambulation, meal prep or supplemental housekeeping. Persons receiving this service may have a difficult time completing these activities on their own. With this service, older adult can remain independent at home. Services may include: Personal Care, Caregiver Support, Emergency Response System, Care Management, Home Delivered Meals, Protective Services, and Nursing Home Transitional Care.

Protective services are provided to incapacitated older adults unable to perform or obtain services that are necessary to maintain physical or mental health, for whom there is no responsible caretaker and who are in imminent danger to person or property. Services are available 24 hours a day and after normal working hours 911 should be called.

Protects individuals from abuse, neglect, and exploitation by investigating and providing or arranging services necessary to alleviate or prevent further abuse.

The Victim/Witness Services Unit serves as a liason from the District Attorney's Office to the victims of crime, additionally interacting with Adult and Juvenile Probation, Luzerne County Correctional Facility, and police departments throughout Luzerne County. The Victim/Witness Services Unit also works with victims whose Protection From Abuse (PFA) orders have been violated.

Conducts investigations for abuse, neglect, exploitation, and abandonment. Receives reports of individuals aged 18-59 who may need protective services, forwarding them to our investigating agency, Liberty Health Corporation.

Provides investigations to incapacitated older adults 60+, unable to perform or obtain services that are necessary to maintain physical or mental health, for whom there is no responsible caretaker, and who are in imminent danger to person or property. Reports of abuse, neglect, exploitation, and abandonment of care-dependent individuals 18+ are accepted 24/7. Agency staff is available to receive reports, investigate (60+), and take necessary actions regarding abuse, neglect, exploitation, or abandonment for (60+).

Provides protective services to older adults who are at imminent risk of physical or emotional abuse, abandonment, exploitation, or neglect. Those calling to report elder abuse need not give their name to the agency.
