HELP Ministries - Rental Assistance Program (RAP)
Provides move-in assistance, security deposits, and/or first month's rent for those who are homeless. Assists households with delinquent rent payments to stop eviction.

Eligibility: To qualify for RAP you must:
A) Be a resident of Dauphin County
B) Be homeless OR have a court-ordered eviction notice
C) Have a written agreement with the landlord to rent to you (move-in assistance)
D) Provide proof of sufficient income to cover rent and other basic living expenses
E) Have verification of all household income for the past 30 – 90 days
F) Have received all the Emergency Shelter Allowance (ESA) funds from the County Assistance Office which you are entitled to receive
Hours: Office Hours: Monday through Friday, 8:30am to 4:30pm
Walk-in Hours: Monday through Friday, 8:30am to 11:00am; Monday, Tuesday, Thursday, and Friday, 1:00pm to 3:00pm; Please Note: A very limited number of walk-in appointments will be available at the HELP Ministries office each day

Intake Procedure: The application process will be an appointment-based process. To obtain a rental assistance appointment, individuals should call the HELP Ministries office at 717-238-2851 from 8:30am to 4:30pm, Monday through Friday. They will be asked screening questions to determine if they are qualified to apply (see attached). If they are qualified to apply, they will be scheduled for an appointment and given a list of documents they must bring along to their appointment for us to determine if they are eligible for assistance. Helpful Tips: Rental Assistance Funds CAN NOT Pay For:
A) Back rent or move-in assistance if you have received RAP funds or other federally funded rental assistance within the past 24 months
B) Back rent for Section 8 or subsidized housing
C) Mortgage, lease to purchase or escrow payments, damage or maintenance fees
D) Current month rent or future rent
E) Utility payments such as water, sewer, trash, oil, gas, electricity, etc.
F) Back rent for a residence where the client does not currently live
G) Security deposit and/or first-month rent assistance after the client has already moved into the residence
H) Situations that cannot be verified through third-party documentation
