Program activities include, but are not limited to the following: Adaptive modifications such as ramps, lifts, door widening, visual door bells, audio phones, visual phone signalers, etc. that will improve the ability of a person with disabilities to enter and exit the home.
Adaptive modifications, such as widening hallways, lowering the kitchen counters, enlarging bathrooms, or adding grab bars that will increase the ability of a person with disabilities to perform activities of daily living.

Other adaptive modifications that will enable a person with a disability to remain in the home and prevent institutionalization.
Eligibility: The Access Program is open to owners and renters. The entire housing unit and the impact that the modifications will have on other household members will be considered in the application review process in accordance with the following rules: Access assistance may only be provided to residents who are citizens of the United States and who currently reside in Columbia County. Multiple persons living in the same household are considered as one unit. The Access Program is open to owners and renters. The property to be modified must be habitable and in structurally sound condition, compliant with the local code or Statewide Building Code. The Access Grant beneficiary must either have a disability or be the caretaker of a person with a disability, including minors with disabilities in the care of their parents or legal guardians.

Fee Amounts: These funds may not be used to modify units owned or operated by public housing authorities or a facility licensed by DPW or Department of Health (DOH) for support services; for relocation expenses; for escrowing purposes to return the unit to its original condition.

Intake Requirements: Multiple persons living in the same household are considered as one unit.The total household income of all persons residing in the unit may not exceed the current HUD Section 8 Income Limits for Columbia County.
