PPL Electric Utilities Winter Relief Assistance Program WRAP is designed to help income-eligible customers reduce their energy use and improve their living comfort. Examples of possible WRAP services include: insulation of attics and basements, caulking of air leaks, insulation of hot water pipes, compact fluorescent light bulbs, energy-efficient appliances to replace inefficient appliances, and energy conservation education.
