Administrative Headquarters - Code Blue Response
During Code Blue, Homeless Outreach increases staffing and transports persons experiencing homelessness directly to shelter 24 hours a day. A Code Blue is enacted during extremely cold conditions, when temperatures fall near or below 20 degrees Fahrenheit.

Helpful Tips: The city government activates a Code Blue when weather forecasting indicates 1) there is precipitation and the temperature is 32 degrees Fahrenheit or lower, or 2) when it feels near or below 20 degrees due to wind chill.

To check if a Code Blue declaration is in effect, visit the website (City of Philadelphia government homepage) and look for the bright yellow alert banner at the top of the homepage.
