Westmoreland County Emergency Rental Assistance Program
Westmoreland ERAP Office - Westmoreland ERAP Intake and Processing
Assists eligible Westmoreland County tenant (renter) households that have experienced a financial hardship due to the COVID-19 pandemic with rent/rent arrears (including rent for mobile home lots), utility and home energy costs and arrears, and housing stability services. Funds are now available to pay arrears for previous addresses (if evicted or moved voluntarily because of pandemic-related circumstances).
Eligibility: Westmoreland County households who are obligated to pay rent on a residential dwelling AND:

Have a total income at or below 80% of the area median income (AMI) in which one or more individuals has qualified for unemployment or experienced a reduction in income, incurred significant costs, or experienced other financial hardship due, directly or indirectly, to the COVID-19 outbreak.

Eligibility criteria are subject to change.

Landlords are able to apply on behalf of tenants, but the tenants must provide information and documentation to participate in the process.

Individuals who complete the application by phone must submit documentation (listed under Intake Requirements) to The Union Mission by mail or email.

Intake Requirements: Documents and information to gather prior to starting the application:

A) Personal identification information for the head of household

B) Names, dates of birth, and Social Security Numbers for all members of the household

C) Income information for all household members over the age of 18

D) Documentation of rental and /or rental arrears obligations

E) Documentation of utility and/or utility arrears obligations (including utility service provider information)

F) Landlord's contact information

G) Documentation of any previous assistance received for rent/utility assistance

Documentation may include signed written attestations if the source of documentation is not available. The county ERAP office will work with applicants to obtain necessary documentation or written attestations as appropriate. Documentation may be submitted as photocopies, digital photographs of documents, emails or attestations from employers, landlords, or others with knowledge of the household's circumstances.
