Brashear CARES Community Center - Utility Payment Program Application Assistance
Assists low-income households access utility assistance through the application process for LIHEAP, Crisis, CAP programs, Dollar Energy, and weatherization services. Partners include Dollar Energy and Columbia Gas.

Please Note: the agency does NOT provide direct payment for utility services, but assists with applications for utility programs.
Eligibility: Open to Allegheny County residents. Financial eligibility varies by program. Call for details.

Fee Amounts: Application assistance is provided free of charge.
Intake Procedure: Call to schedule an appointment.
Intake Requirements: Photo ID, proof of residency, documentation of income for all members of the household, and copies of the utility bills for which the client is seeking assistance.
Geographical Area: Allegheny County
Helpful Tips: Dollar energy does not cover security deposits, reconnection fees, or balances due over $500. If the customer owes any of those items, the customer must make payment in full before the application can be processed.
